Welcome to RES4less

RES4LESS is a project initiated in 2011 under the European Union’s Intelligent Energy- Europe Programme and is sponsored by the Executive Agency for Competitiveness and Inovation (EACI). Its aim is to develop a Roadmap to a cost effective deployment of RES in the period up to 2020 and 2030 by making use of cross-border cooperation mechanisms, as described in the Renewable Energy Directive.
Over the next two years, in order to develop the Roadmap, RES4LESS will focus on the identification of surplus potentials and valleys of opportunity of RES, in particular wind energy, biomass and solar energy in EU27+ and quantify the potential cost-benefits that arise from cross-border cooperation in comparison to a more national, fragmented approach for achieving national RES targets.

Project activities include:
» Preliminary assessment of RES surpluses based on the National Renewable Energy Action Plans (NREAPs).
» A methodology for identifying wind, solar and biomass “Valleys of Opportunity” (VoO), i.e. surplus renewable energy potential to be developed through Member State cooperation within the Renewables Directive timeframe and without excessive additional costs.
» Identification of barriers for cooperation, in particular those barriers originating in different support schemes and regulatory & market setup. Assessment of the importance of conflicting interest of national objectives/priorities behind the support scheme chosen.
» Identification and assessment of possible coordination mechanisms and their strengths and weaknesses relative to mitigating the barriers for coordination between combinations of: support schemes, regulatory setup, and levels of RES targets and support.
» Assessment of the cooperation mechanisms in terms of establishing appropriate grid infrastructure, and (new) institutions and regulations required, to exploit VoO and surplus RES potential.
» Summarizing and integrating the key results into a final Roadmap for the deployment of RES for the time periods 2010 to 2020 and 2020 to 2030.
» Stakeholder interaction via regional stakeholder consultation workshops for validation and uptake of project methodology and results and dissemination events.
» Provide input to NREAPs progress reports.
